Deadline for submission of applications for participation in the development of the Service Software Product May 29, 2018 before 06.00pm

1. General Provisions

1. Applications for the development of the Service Software Product shall be collected from applicants to determine a potential partner(s) of the Service Software Product.
2. The announcement includes:
1)      Design Assignment for the creation and development of the Service Software Product (Annex 1);
2)      Application form for participation in the development of the Service Software Product for legal entities and individual entrepreneurs (Annex 2).

Clarification of the provisions of the documents to participants in the development   of the  Service Software Product

3. A potential partner shall be entitled to request the Organizer to clarify the provisions of the documents on the selection of a partner (s) for the creation of the Service Software Product, no later than May 16, 2018. Requests shall be sent to the Organizer’s e-mail address /electronic resource.
4. In order to clarify the provisions of the documents, the Organizer shall be entitled to host events with the participation of potential partners or their authorized representatives.

Requirements to registration of applications for participation in the development of the Service Software Product and submission by applicants of their applications

5. An application for participation in the development of the Service Software Product is a form of the applicant's consent to participate in the development of the Service Software Product, to develop and deliver the Service Software Product in accordance with the requirements and terms contemplated in the Design Assignment for the Service Software Product and the Service Model of Informatization Implementation Rules, approved by Order No.129 of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated January 28, 2016 and this document.
6. An application for participation in the development of the Service Software Product shall comprise:
1)   an application filled out in form as per Annex 2 and signed by CEO or authorized representative of a potential participant.
2)   notarized documents evidencing legal capacity (for legal entities), civil capacity (for individuals):
a legal entity shall submit a notarized copy of the charter approved as prescribed by the law. Non-residents of the Republic of Kazakhstan shall submit a notarized and legalized extract from the trade register, translated into the state and (or) Russian languages;
a notarized copy of the Legal Entity State Registration (re-registration) Certificate or a hard copy of the electronic certificate of legal entity registration (re-registration). If a legal entity operates on the basis of the Model Charter approved as prescribed by the law, a notarized copy of the application for state registration to be submitted; for individuals - a notarized copy of the document of registration as a business entity or a hard copy of the electronic certificate of registration (re-registration) as a business entity;
original standard form certificate of the relevant tax authority or a hard copy of the electronic tax clearance certificate and electronic certificate of no arrears in mandatory pension contributions and social deductions issued not earlier than one month preceding the Call for Applications announcement date, or certificate of tax debts and debts on mandatory pension contributions and social deductions less than one tenge set for the corresponding year, issued not earlier than one month preceding the Call for Applications announcement date;
a notarized copy of the VAT Registration Certificate or a hard copy of an electronic document certified by an electronic digital signature of the registering authority’s executive officer or a written confirmation if a potential partner is not a VAT payer.
3)   original or a notarized copy of the document on the appointment (election) of the chief executive officer of the potential participant or power of attorney to a person representing the potential participant’s interests, except for the chief executive officer authorized to sign without a power of attorney pursuant to the potential participant’s charter, for the right to sign the Application for participation in the development of the Service Software Product, if the application is signed by an authorized person of the potential participant.

Procedure for submitting applications for participation in the development of the Service Software Product

7. Applications for participation in the development of the Service Software Product shall be submitted by applicants or their authorized representatives to the Organizer at: Kazakhstan, Astana, Almaty 1 street, Asyltau Business Center, Floor 7.
Applications shall be submitted sewn together, with pages numbered and initialed, with applicants’ signature and stamp (for individuals - if any) duly affixed, in sealed envelopes specifying full name, postal address, contact details of applicants, full name and postal address of the Organizer, and containing the following text: "APPLICATION FOR PARTICIPATION IN THE DEVELOPMENT (specify name of the Service Software Product)".
8. All applications delivered after the specified deadline shall be declined.

Changing and withdrawing applications

9. A person applying for participation in the development of the Service Software Product may change or withdraw its relevant application before the deadline set for the submission of applications. Any changes introduced to applications shall be submitted in the same way as applications for participation in the development of the Service Software Product.
Changes to or withdrawal of applications shall be valid if they are received by the Organizer before the deadline for submission of applications is expired.
10. After the application is registered, a person applying for participation in the development of the Service Software Product becomes a potential partner for the development of the Service Software Product.

Review of applications by the Commission and admission of potential partners to the development of the Service Software Product

11. The Commission shall review applications of potential partners in the development of the Service Software Product.
Those applications of potential partners shall be reviewed that were submitted in time and in the order established in the Call for Applications announcement.
12. The Commission shall within a period of five working days at most after the deadline for accepting applications from potential partners, review applications received for their compliance with the requirements of the Service Software Product development documents and draw up a protocol on admission of potential partners to the development of the Service Software Product.
13. The Commission shall recognize a potential partner inconsistent with the requirements specified in the Call for Applications announcement, in case:
1)      a potential partner has failed to submit or unduly submitted a document (documents) to confirm the compliance of such potential partner with the requirements specified in the Call for Applications announcement;
2)      a potential partner has provided false information.
14. The protocol on admission to the Service Software Product development shall be signed by all members of the Commission present at the meeting, Chairman of the Commission and Secretary of the Commission.
The Organizer shall provide or send an electronic copy of the mentioned protocol to all potential partners who submitted applications for participation in the development of the Service Software Product within one working day following the date the protocol on the admission has been signed, as well the Organizer shall place the text of the signed protocol on the Internet-resource of the state management body of the relevant sector (area) of state administration and on the Internet resource of the Service Integrator.
