Today, on September 12, 2018, the third meeting of the International Advisory Council (IAC) on digitalization took place in Astana. Implementation of «Digital Kazakhstan» state program and cyber security issues were discussed during the meeting.

The Prime minister of the RK B. Sagintayev, the Deputy Prime Minister of the RK A. Zhumagaliyev, permanent members of the IAC, international experts, members of the government, representatives of state organizations and national companies, holdings and NGOs participated in this event.

The Prime minister of the RK B. Sagintayev addressed to the guests with a welcome speech. In his preamble, B. Sagintayev told about the taken measures for introduction of elements of digitalization and execution of the last recommendations of the IAC. In the course of the meeting Bakytzhan Sagintayev noted that for now the Concept of cyber security is accepted, and the main objectives for achievement and maintenance of sustainable development of the country are defined in it.

A member of the advisory council, the vice-president of IDC in Russia and the CIS Robert Farish, in his turn, presented the analysis of the current situation in the countries with a high level of penetration of the counterfeit software and the most exposed to the risk of cyber attacks.  

The following international experts also participated in the discussion in this sphere made their offers on implementation of opportunities of Kazakhstan: CEO of InfoWatch group of companies Natalya Kasperskaya, CEO of SecDevgroup Rafal Rohozinski, Executive Director of INSEAD Bruno Lanvin, the founder of the E-Governance Academy Ivar Tallo, the chairman of the advisory board of Fraunhofer Institute Burghard Shil and the IT and electronics manager of the World Economic Forum Danil Kerimi, and also on the system of video conferencing — the international guru in the field of cyber security Dan Lorman.

INSEAD Executive Director for global indexes Bruno Lanvin made recommendations concerning personnel training in cyber security and told about the methodology of drawing up ratings in the field of cyber security. The vice-president of IDC in Russia and the CIS Robert Ferish told about the best world practices in ensuring cyber security. The co-founder and the first Director of E-Governance Academy Ivar Tallo focused attention in his report on the issues of modernization of providing state services, including with the use of blockchain technology.

Invited international experts also spoke out on the subject of cyber security. The CEO of Info/Watch group of companies Natalya Kasperskaya raised the issues of counteraction to cyber attacks and legal prosecution of cybercriminals in her report. The expert in the field of cyber security Rafal Rohozinski told about the last trends in the field of cyber security.
Following the results of the meeting, the Prime Minister Bakytzhan Sagintayev has instructed the Ministry of Information and Communications to work on the offers given by experts.

Let us remind you that the IAC was created on February 2, 2018 for high-quality implementation and achievement of target indicators of the Digital Kazakhstan state program.

The IAS’s purpose is to support implementation of the process of digitalization of the Republic of Kazakhstan by giving international expert assessment and recommendations.

Recognized world experts in the field of digital technologies having extensive experience in implementation of similar state programs are a part of the IAS. Experts represent government structures of Great Britain, Estonia and such organizations as the WEF, the World Bank, Gartner, IDC and INSEAD.

Meetings of the IAC are planned to be held 4 times a year, on a quarterly basis.

The first meeting of the IAC was held within the Forum «Digital Agenda during the Globalization Era», on February 2 in Almaty. During the meeting, subjects of the best the practices in creation of similar councils, designation of priorities and possible obstacles in implementation of digital transformation programs have been discussed.

The second meeting of the IAC was held within the Astana Economic Forum on May 18 of the current year in Astana. During the second meeting, the course of implementation of Digital Kazakhstan state program, development of the digital government and use of blockchain technologies in digital transformation were discussed.
