TC 34 was created by an Order of the Committee on Standardization, Metrology and Certification of the Ministry of National Economy and Trade of the Republic of Kazakhstan dated July 27, 2001, № 274. TC 34 is operating on Holding's basis in accordance with an Order of TRMC MINT RK dated June 25, 2013 №345-od "On amendments to the Order of Committee on Standardization, Metrology and Certification Chairman, of the Ministry of National Economy and Trade of the Republic of Kazakhstan" dated July 27, 2001 №247 "On creation of an "Information technology" Technical Committee".

The Technical Committee 34 is governed by an existing legislation of the Republic of Kazakhstan in the field of technical regulation, communication and informatization, including regulatory documents of the Technical Regulation and Metrology Committee of the Ministry of Investments and Development of the Republic of Kazakhstan and the Communication, Informatization and Information Committee and this Regulation.

Participation in the technical regulation systematism in the sphere of information technology is defined as a primary objective of Technical Committee establishment.

Representatives of scientific and research, project designing and technological institutes, designing bureaus, enterprises and organizations, state bodies, having the highest scientific and technical potential and experience in the field of information and communication technologies and standardization, and having agreed to participate in TC work and fulfill accepted obligations can be referred to the TC members. TC members, having no part in the TC work, may be excluded from its membership by the decision of an authorized body in the field of technical regulation on the ground of TC Council minutes of meeting. Methodical guidance for TC work is performed by the TC Chairman.

TC 34 is an ongoing consultative and advisory body, providing the development, agreement and preparation to the submission of regulatory documents on standardization in the sphere of information technology at the state and international (regional) levels. TC 34 is not responsible for the obligations of its members.

Joining to the TC 34 membership is open to every public agency, enterprise, organization of the Republic of Kazakhstan, as well as foreign and international organizations, that are registered within the territory of the Republic of Kazakhstan, having scientific and technical potential and work experience with regard to its activity, and corresponding the TC 34 subjects of standardization.

Admission is based on a written application, submitted to the competent authority in concert with the TC 34 Chairman.

TC 34 member organizations, developing national standards of the Republic of Kazakhstan, record them in a TC 34 Work plan regardless of contracting organization's standards developing.

TC 34 uses the Holding's form with relevant package of requisite details in order to maintain correspondence. The Chairman and Secretary of TC have signatory power within their established authorities.

The TC 34-based Holding is provided the activity of TC 34 with corresponding technical and information resources:

  • office machines;
  • softwares for documents creation and distribution;
  • access to the Internet;
  • communication equipments (phones, faxes, e-mails);
  • regulatory fund required for TC 34 activity performance;
  • possibility to organize and hold meetings of TC 34.

  • Devices of peripheral computing complexes and electronic digital machines;
  • Devices of intersystem link of networks, systems, complexes and electronic digital machines;
  • Devices of computing complexes and analogue and analog-digital machines;
  • Devices of software management;
  • Service devices and auxiliary computing facilities. Data storage media;
  • Devices of technological processes monitoring and regulation;
  • Electrical measuring devices;
  • Programme and technical complexes for automated systems;
  • Mechanical and automation devices of administrative and engineering and technical work;
  • Machines and devices for mechanical quantities measurement;
  • System software;
  • General software;
  • Applied software for scientific studies;
  • Applied software for project engineering;
  • Applied software for the management of technical tools and technological processes;
  • Applied software for organization and economic problems solving;
  • Applied software for education purposes;
  • Software and data products;
  • Other software.
  • Set of symbols and information coding, including coding of audio-, graphic, multimedia and hypermedia information, methods of IT security, encryption, bar coding and etc.
  • IT technologies in information, documentation and publishing industry (including standard general markup language (SGML), automatic translation machines and etc.)
