In accordance with the Law of the Republic of Kazakhstan "On informatization" dt. November 24, 2015 № 418-V (hereinafter - the Law), the Government of the Republic of Kazakhstan determines the National Development Institute in the field of information and communication technologies (hereinafter - the National Institute), as well as Article 11 of the Law lists the functions of the National Institute, as follows:

  1. implements the measures of state support for the development of information and communication technologies;
  2. provides information and analytical and advisory services in the field of information and communication technologies;
  3. invests in industrial and innovative projects in the field of information and communication technologies through participation in the authorized capital of the subjects of industrial innovation, creation of legal entities, including those with foreign participation, and other means provided by the legislation of the Republic of Kazakhstan;
  4. cooperates with international organizations and foreign legal entities in order to attract informational, educational, financial and other resources to promote development of the sector of information and communication technologies in the Republic of Kazakhstan;
  5. provides the subjects of informatization with access to information about ongoing industrial and innovative projects in the field of information and communication technologies;
  6. issues to the authorized body and public bodies expert opinions and (or) recommendations in the field of information and communication technologies on a grant basis;
  7. collects information and analyzes the effectiveness of measures of state support for the development of information and communication technologies;
  8. promotes the development of investment funds of risk investment;
  9. analyzes the development of the sector of information and communication technologies;
  10. promotes the development of local content in the sector of information and communication technologies;
  11. develops regulatory documents on standardization in the sector of information and communication technologies;
  12. provides the authorized body with proposals on the formation of the state educational order for training, further training and retraining of specialists in the field of information and communication technologies in technical, vocational and higher education organizations, as well as proposals to the model curricula and model curricula in the field of information and communication technology;
  13. provides expert opinion on the provision of innovative grants in the field of information and communication technologies.

In addition, Article 61 of the Law indicates the norms of state support of information and communication technologies sector. According to this article state development of information and communication technologies is supported by authorized public bodies, national institutions of information and communication technologies development and other national development institutions to promote information and communication technologies in the Republic of Kazakhstan.
At that National Institution performs its activities in accordance with the Law and legislation of the Republic of Kazakhstan on public support of industry and innovations. 
The main principles of public support for information and communication technologies development: 

  1. development of information and communication technologies based on private entrepreneurship and public and private partnership;
  2. priority of domestic legal entities when receiving the order for development of information and communication technologies, information systems;
  3. promoting development of domestic software and hardware production; 
  4. development of the market structure of information and communication technologies; 
  5. support for fair competition in the market of information and communication technologies.

In accordance with the principles of public support measures on promoting the growth of information and communication technologies besides the measures provided by the legislation of the Republic of Kazakhstan on investment and public support for industry and innovations are as follows: 

  1. formation and development of normative and methodological procedures in information and communication technologies including introduction of international standards;
  2. implementation and improvement of the government (quasi government) orders for development and delivery pf innovative software, software products with a highh degree of local content;
  3. extrabudget fee-based and grant financing of projects in information and communication technologies focused on the growth of the share of local content; 
  4. harmonization of the expense structure to inform public legal entities and and subjects of quasi government sector focused on the growth of the service share in the informatization sector;
  5. arrangement of conditions for venture and other extrabudget fee-based financing of the projects in information and communication technologies;
  6. development of proposals to promote development and increase of the investment potential of information and communication technologies.
